Opportunities
for young scientists from NIS countries to participate in INTAS Summer Schools
in 2005

The INTAS
Summer School Programme aims to stimulate a larger participation of young
scientists from the NIS in internationally acknowledged summer schools, to
involve them better in the international scientific community and to promote
contacts between young scientists from the NIS and the INTAS Members. The INTAS
provided support to young scientists (under 35 years of age) from NIS countries
to support their travel costs, subsistence and conference fees to participate
in the summer schools.

As INTAS
experienced poor participation of most NIS countries other than Russia and
Ukraine in INTAS activities, participation of young scientists from those “less
represented” NIS countries (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan,
Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, and Uzbekistan) is especially
encouraged.

In 2005 the
following summer schools will take place where a limited number of grants to
support travel of young scientists from NIS countries will be available. To
apply to participate in the summer schools and obtain the INTAS support for the
travel, please contact directly coordinators of the listed below summer
schools.

Ethnic, Religious and Social Conflicts in Post-Soviet States: Comparative and
Historical Perspectives“

Organized by The Central European University
Budapest Foundation (CEU)

Contact person Ms. Eva Gedeon

E-mail Gedeone@ceu.hu

Start date 4
July 2005

Duration 1 month

The aim of
the summer school is to explore historical, ethnic and religious issues
pertinent to the understanding of present day conflicts in countries of
transition with a special emphasis on emerging democracies of NIS and CEE
countries. It also attempts to propose ways of dealing with ramifications of
these complex issues in a forward looking way by offering socio-economic and
legal analysis and techniques, focusing on fiscal decentralization and conflict
management in the region.

The
following issues will be discussed in an inter-disciplinary and comparative
framework in four sub-courses:

a) History
and Nationalism in Central Asia

The
phenomenon of revising and re-writing of history in Central Asia and the
interplay between the invention of History and Nationalism and Identity and its
role in political and cultural life of societies during the transition period.

b)
Ethnopolitics in Eurasia and the Middle East

The growing
salience of sectarian conflict and their general causes in an effort to gain an
understanding of the increasing prevalence of civil or ethnic wars around the
world.

c) Bookish
Traditions: Authority and the Book in Scripturalist Religions

The
transformations from the classical to the early modern and modern periods in
the textual formation of major religions in a comparative perspective.

While the
first two sub-courses address ethnic and historical issues, especially relevant
for Central Asian countries, the second one discusses significant religious
trends put into a broader comparative framework.

d)
Mediation and Other Methods to Foster Democratic Dialogue – Introductory Track

A Chance to
Reform, a Chance to Heal: Exploring the Potential of Restorative Justice –
Advanced Track (In cooperation with Benjamin N. Cardozo School of Law, New York
and Hamline University School of Law, Minnesota)

Mediation
theory and skills, as well as other processes to foster democratic dialogue
using multi national perspectives and examples particularly focusing on
"high conflict" situations involving inter ethnic tensions. Discussion,
analysis and exercises focusing on interpersonal and communication skills
critical to facilitating dialogue in contexts in which issues of cultural,
gender and ethnic diversity are pervasive or may lead to conflict.

e)
Intergovernmental Fiscal Relations and Local Financial Management

Worldwide
trends in fiscal decentralization and the concept and practice of the
decentralization process in post-socialist countries (basic approaches and
instruments of a fiscal decentralization and local financial management
policy); restructuring of the public economy.

The latter
two sub-courses focus on current issues especially relevant in NIS and CEE
countries and offer practical training for both academics and practitioners.

The
“Intergovernmental Fiscal Relations” sub-course highlights the significant role
decentralization (including fiscal) plays in resolving in-country conflicts and
helps building (or keeping intact) the nation. Yugoslavia and Indonesia are two
good examples where inequitable distribution of resources has lead to conflict:
improving intergovernmental arrangements resolves or prevents conflicts.

The
“Mediation” sub-course deals with the concept of conflict management and
provides training in dispute settlement methodologies such as mediation and
arbitration. The course includes practical training in building skills for
resolving emerging conflicts in various contexts such as ethnic and cultural
disputes, conflicts arising in the labor arena, etc.

The summer
school will be led by teams of professors representing a wide range of
countries, universities and disciplines. They will come from the following
countries: Australia, Canada, the Czech Republic, Egypt, Germany, Hungary,
India, Iran, Israel, Kazakhstan, Lebanon, the Netherlands, Romania,
Switzerland, Syria, United Kingdom and the United States of America. The
disciplines represented in the sub-courses are as varied as history, Asian
studies, Oriental studies, anthropology, sociology, economics, public policy,
language and literature, comparative religion and legal studies. Through the
interdisciplinary approach adopted by the summer school, it hopes to provide a
complex analysis and new insights into the key issues listed above.

The total
number of course participants will be approximately 100-120, out of which 40
are expected to come from NIS countries. Underrepresented countries such as
Moldova, Tajikistan and Turkmenistan and countries from the Caucasus and
Central Asia will also be included. The special rate of accommodation, the meal
plan, favourable conference fees and economic airfare will allow us to use the
INTAS Grant to provide for 14 young NIS scholars the means to undertake this
exciting intellectual endeavor.
